Make sure you're not using a beta version of Minecraft. If you are, leave it and restart the game (Realms Plus only works on non-beta versions). Log out of your Microsoft, closing the game, and then log in again. If you are using a wireless connection, ensure that you have a stable connection to your router.

Log in to Xbox settings with the parent Microsoft account .
Select the child accounts profile.
Select Xbox One/Windows 10 Online and choose Allow for Join multiplayer games AND You can create and join clubs first picture below.
