Press the Xbox button on your controller to open the guide.
Select Profile & system, select your profile, then select My profile.
Select Customize profile > Change gamerpic.
Select Upload a custom image and choose one to use from your connected device or OneDrive.
Select Upload.

Try using the xbox app on your phone. You either need to upload the video to OneDrive or youd need to share it to your Xbox feed then use the mobile app to download it. I believe you can download native captures from Console that are uploaded to Xbox Live via the Xbox app on mobile.
