Technically the reason is they can charge you for access to thier servers as any company can, and in order to get your game on console it has to be approved, and they will only approve it if your multiplayer is routed through thier servers, so every online game has to go through thier servers. So they can make you pay.

During the PS3 and 360's lifespans, the 360 had better servers for its online games due to the fact that it was funded by subscription, rather than what Sony was doing, keeping it free for the players and simply eating the cost of server maintenance. Sony learned their lesson, and thus started charging.
