Is Gears of War: Ultimate Edition Split-screen PC?

Even games like Borderlands that are sold as coop games dont have split screen on PC. Gears of War UE is one of the games that doesnt have it. Im not sure what the reasoning it, but it doesnt have it. Gears 4 cant do horde or multiplayer coop because of the Windows store not supporting it or whatever.
