The answer is simple: if you do /gamemode adventure @a, than none of the players can place or break blocks . Just turn Trust Players off.

Spawn protection radius defaults to 16 blocks for nonOP players . Change it to 0, or go further out from spawn. Are you certain they arent in Adventure mode? That would explain why they cant break blocks.
