How To Make Custom License Plates In GTA Online
Grab a car and head over to Los Santos Customs in the game. Once there, go to the plate section and select the new custom license plate. Remember, if a player wants multiple plates, they will first need to equip their first license plate to a car before creating a second one and so forth.

When you're happy with your number plate go to the customize tab which is the one with the crossover tools. And make sure that on the top of the page you have your online car highlighted.

Download the iFruit app on the App Store or Google Play Store.
Sign in with your Rockstar Social Club account.
Select the LS Custom app.
Scroll down until you see your GTA Online account.
Click on your desired vehicle.
Select the license plate in the top right corner.
