You need to hold X and push the left analog stick forwards to fly along the runway, then when the message appears telling you to release X, do it, and let the helicopter glide towards the red marked.

Straight forward answer: By default it's "W" + "up arrow."
How do you Fly a Plane in GTA San Andreas?
Press 8 on your keypad (to the right) to rotate the thrusters into regular flying mode.
Press 2 on your keypad (to the right) to rotate the thrusters into hover-mode.
Press and hold W to fly, S to slow down.
Press Q/E to rotate the jet left and right.
Press A/D for roll.
