Faction Rallies were a week-long community activity introduced in Destiny 2. They were removed from the game and Luke Smith confirmed in his Directors Cut for 2019, that Faction Rallies will no longer happen and they Bungie has no plans on adding them back.
Does Faction Rally Return?
Unfortunately for fans of the Faction Rally activity, it will not be making a return in Season 10.
Why did Destiny 2 Get Rid of Factions?
They were removed because of the lacklustre format bungie implemented in D2... players found it far more rewarding to farm lost sectors than the mindless boring repetitive tasks bungie wanted them to do.

Who Won the Faction War in Destiny 2?
The wars came to an end when the Fallen began attacking and the factions were too weak to fight. The ensuing peace treaty united the refugee camp as the Last City , and established the government of the city as the Consensus, the Vanguard, and the Speaker, to promote cooperation instead of fighting one another.
